This note studies the supply conditions and the demand behavior in the first months of the Cruzado, Collor and Real plans. The main conclusion is that, independently upon the real interests, consumption presents a similar qualitatively pattern. Hence, as it seems unavoidable an increase in consumption in the first months, economic policy makers should previously create supply conditions before the implementation of plans. In this point of view, the Real Plan was the one which presented the best supply conditions relatively to Cruzado and Collor plans.

Do cruzado ao Collor: os planos de estabilização e a agricultura

This paper traces the macroeconomic roots of the current agricultural crisis. It shows that the increase in inflationary instability after 1986, and the policies adopted by the Go-vernment, since then, to fight hyperinflation, caused the terms of trade of agriculture to be-come much more unstable, at the same time that the Government pulled back the support they had been providing to agriculture; these adverse conditions ultimately caused the reduc-tion of activity levels in agriculture in 1989 and 1990. The paper concludes by pointing out the implications for the current stabilization strategy.

Hiperinflação e estabilização no Brasil: o primeiro plano collor

In this paper are analyzed (1) the conditions that gave rise to hyperinflation in early 1990, (2) the alternative programs of stabilization that were being suggested, and (3) the stabiliza-tion plan that was finally adopted, the Collor Plan, whose failure the authors, writing in June 1990, predict already in the title of the paper: “the first Collor Plan”. This plan examined according to (1) the logic behind freezing 70% of the financial assets; (2) the fiscal adjust-ment aspect; (3) the monetary or liquidity question; (4) the demand problem; and finally (5) the causes of the resurgence of inflation with recession. For this analysis, the authors utilize a neo-structuralist approach to the inertial or autonomous inflation prevailing in Brazil.

Quem, afinal, apoiou o Plano Collor?

 No livro Economia Brasileira Contemporânea, Lavínia Barros de Castro afirma que o Plano Collor “recebeu críticas de todas as partes”, que o “bloqueio dos recursos foi considerado uma inadmissível intervenção estatal”, e que o congelamento de preços, o ajuste fiscal e o caráter recessivo do plano foram questionados. Aqui, mostramos que essas afirmações são equivocadas. Analisando artigos, colunas e entrevistas publicadas à época, tentamos demonstrar que o plano econômico teve, durante suas primeiras semanas de vigência, amplo apoio de empresários, políticos, economistas e até mesmo da população do país.

 In the book Economia BrasileiraContemporânea (Brazilian Contemporary Economy) Lavinia Barros de Castro states that the Collor Plan "received criticism from all sides", the "the monetary assets blocked was considered an unacceptable state intervention" and that the freezing of prices, the fiscal adjustment and the recessive character of the Plan were also questioned. We argue that these claims are misleading. Analyzing articles, columns and interviews published at that time, we argue that the economic plan received, during its first weeks, a wide support from businesspeople, politicians, economists and even the general population.
